About The Cement Council of Texas

The Cement Council of Texas is a non-profit Texas corporation that represents the manufacturers and distributors of portland cement in the state of Texas. The CCT is an affiliate of the Portland Cement Association (PCA). In addition to working closely with PCA, the Council also works with the American Concrete Paving Association (ACPA), the National Ready Mixed Concrete Association (NRMCA), and related local and regional associations and their members.

  • stabilization of soils,
  • soil-cement and recycling,
  • cement treated base,
  • highways,
  • airport runways and taxiways,
  • local road construction and parking lots,
  • industrial and commercial applications,
  • the home construction industry using conventional forming techniques,
  • roller compacted concrete,
  • other new applications

Robert V. Lopez, P.E., Executive Director

As the Director of the Cement Council of Texas, Lopez administers the marketing activities of three engineers and specialists working in the highway paving, recycling and stabilization, concrete streets and parking lots.

Bob Served as a structural and paving engineer for the Portland Cement Association in the South Central and the Rocky Mountain/Northwest Regions, respectively. He was also the Director of Marketing, Cement Division, for Gifford-Hill Cement Company followed by a similar position with Holnam (now Holcim) Cement Company during 1981 through 1993. He has been the Executive Director of the CCT since 1993.

Bob is a graduate of California State University at Long Beach, having received his BCSE in 1972. He received his Masters in Civil Engineering from the University of Texas at Arlington in 1974. He is a registered professional engineer in Texas. He is a member of the American Concrete Institute, the American Society of Civil Engineers, and the American Concrete Paving Association.
